From 1 April 2026, FSSAI introduced revised turnover limits and perpetual validity for licences and registrations. Choosing the correct category now requires checking your turnover as well as your food business activity, production capacity, premises, and applicable kind of business criteria.
An FSSAI license or registration is the regulatory authorisation applicable to a Food Business Operator under the Food Safety and Standards Act, 2006.
Section 31 of the Act requires food businesses to obtain the registration or licence applicable to their activity, subject to the prescribed exemptions and registration framework.
Applications are filed through the Food Safety Compliance System (FoSCoS) operated by the Food Safety and Standards Authority of India.
Depending on your business activity and eligibility, you may need:
For eligible small food businesses meeting the applicable registration criteria.
For eligible food businesses meeting the applicable State License criteria.
For businesses covered by the applicable Central License criteria.
Ebizfiling can help evaluate your business before you apply for FSSAI License so that the application is filed under the appropriate category.
From 1 April 2026, FSSAI revised the general turnover limits applicable to new applications.
| FSSAI Category | General Turnover Criteria |
|---|---|
| FSSAI Registration | Up to ₹1.5 crore |
| State Licence | Above ₹1.5 crore and up to ₹50 crore |
| Central Licence | Above ₹50 crore |
FSSAI Registration generally applies to eligible small food businesses with an annual turnover of up to ₹1.5 crore, subject to applicable eligibility conditions.
Businesses that may qualify include:
Some activities may require an FSSAI License instead of Registration, even when turnover is within ₹1.5 crore.
An FSSAI State License generally applies to food businesses with an annual turnover above ₹1.5 crore and up to ₹50 crore, provided they do not fall under a category requiring a Central License.
Depending on their activities and eligibility, qualifying businesses may include food manufacturers, processors, restaurants, distributors, wholesalers and other food business operators.
However, production capacity, food category and specific Kind of Business requirements may affect eligibility.
An FSSAI Central License generally applies to food businesses with an annual turnover above ₹50 crore.
Certain food businesses may require a central license irrespective of turnover, depending on their activities and FSSAI eligibility requirements.
For example, food importers generally fall under the Central License category under the FoSCoS eligibility framework.
A food business operating in India should check whether FSSAI Registration or a State or Central Licence applies before carrying on regulated food activities.
Important: The applicable FSSAI category varies according to the business model and current FSSAI eligibility criteria. Businesses should verify the correct authorisation before applying.

The government fee depends on the registration or licence category and applicable Kind of Business.
| Category | Government Fee |
|---|---|
| FSSAI Registration | ₹100 per year |
| State Licence | Depends on applicable food business category |
| Central Licence | Generally ₹7,500 per year |
Certain State Licence categories currently carry a ₹5,000 annual fee, while other prescribed fee categories may differ.
The exact government fee should therefore be verified from FoSCoS based on the applicant's food activity before filing.
Obtaining the correct FSSAI authorisation helps a food business operate within India's food safety regulatory framework.
Food businesses covered by Section 31 must obtain the applicable registration or licence.
The FoSCoS application records your specific Kind of Business and food activities.
Licensed and registered FBOs must follow applicable hygiene, sanitary and food safety requirements.
An FSSAI certificate may be required for commercial dealings, marketplace onboarding or other business arrangements.
Correct registration helps businesses maintain applicable FSSAI records, modifications, returns and other post-registration compliance.
Maintaining valid FSSAI authorisation and relevant records helps businesses demonstrate compliance during food safety inspections and regulatory reviews.
The documents required depend on the applicant, licence category and food activity.

For new applications from 1 April 2026, the general turnover limit for FSSAI Registration is up to ₹1.5 crore. Activity-specific eligibility criteria may still require a different category.
Under the revised general turnover framework, a State Licence generally applies where turnover exceeds ₹1.5 crore but does not exceed ₹50 crore. Separate activity or capacity criteria may apply.
A Central Licence generally applies where turnover exceeds ₹50 crore. Some businesses, such as food importers, may require a Central Licence irrespective of turnover under current FoSCoS eligibility criteria.
Licences and registrations issued under the revised framework have perpetual validity unless suspended, cancelled or surrendered. Applicable fees and continuing compliance requirements still remain.
For licences and registrations covered by the revised perpetual-validity framework, periodic renewal is no longer required. Existing certificates issued under the earlier framework should be checked against their current FoSCoS status.
No. Perpetual validity relates to licence validity, not a one-time government fee. FSSAI permits applicable fees to be selected and paid for a chosen number of years.
No. Turnover is one criterion. FSSAI may also classify a business according to its Kind of Business, production capacity, activity and other specific eligibility conditions.
A home-based food business must check its FSSAI applicability based on its food activity, turnover and Kind of Business. Eligible small home food businesses may fall under FSSAI Registration.
Yes. Current FoSCoS eligibility criteria classify food importers under the Central Licence category regardless of the general turnover threshold.
No. Water testing requirements depend on the nature of the food business and applicable FoSCoS document requirements.
Not automatically. FSSAI licensing is linked to the premises and food activities undertaken. Businesses operating from multiple premises should assess location-specific and head-office requirements.
There is no blanket requirement that every FSSAI applicant must first obtain GST Registration. GST applicability is governed separately under GST law.
Existing FBOs affected by the revised thresholds should follow the applicable FoSCoS migration framework. FSSAI has stated that migration solely because of the revised turnover thresholds does not attract a modification fee.
FSSAI's 2026 FAQ states that the licence or registration number does not change solely because of migration between categories due to revised turnover thresholds.
According to FSSAI's 2026 FAQ, migration arising from the revised turnover thresholds is intended to take place automatically at the backend based on the FBO's self-declarations and does not require separate approval by the Licensing or Registering Authority.
FSSAI has an instant or Tatkal issuance framework for specified eligible categories. Current eligibility must be checked before using this facility. The revised turnover thresholds and perpetual validity provisions also apply to eligible Tatkal licences and registrations.
Yes. Ebizfiling can review your food activity, turnover, Kind of Business, premises and available documents to assist in identifying the appropriate application category before filing. Final approval is subject to FSSAI review.
