To apply for Proper FCRA Registration, an NGO must be registered and operational for at least 5 years. The organization should have spent a minimum of ₹10 lakh in the last 3 years towards its main charitable objectives (excluding administrative expenses). The applicant must also submit audited financial statements for the past 3 years, verified by a qualified Chartered Accountant. For this registration, Form FC-3A needs to be filed with the Ministry of Home Affairs.
Validity: The registration is valid for 5 years from the date of approval and must be renewed after expiry to continue receiving foreign contributions.
Newly registered NGOs that wish to receive foreign funds can apply for Prior Permission Registration instead of Proper Registration. This approval is granted for a specific purpose, project, or donor and is suitable for organizations that do not yet meet the 5-year operational requirement. The application must be filed in Form FC-3B with the Ministry of Home Affairs.
Validity: The Prior Permission registration remains valid for 5 years or until the approved foreign contribution is fully utilized, whichever occurs earlier.
